What is the Authorized Economic Operator Program

 

It is a voluntary program based on a culture of security and compliance for business entities committed to internationally recognized security standards by the World Customs Organization (WCO), as outlined in the SAFE Framework of Standards to Secure and Facilitate Global Trade.

The Authorized Economic Operator (AEO) Program was officially launched in the United Arab Emirates in October 2016, alongside the adoption of the national AEO policy, which includes the rules, procedures, and list of  in accordance with the SAFE Framework of Standards. As of Q1 2025, the number of certified companies in the UAE has exceeded 133.

Program Objectives

The objective of the program is to support and strengthen the partnership between Customs Administrations and the business community by enhancing compliance, security, and trade facilitation, through identifying trusted and secure operators within the business community and promoting best practices at all levels across the international supply chain.

 


GCC Authorized Economic Operator Program


The national program has been elevated to a unified program across GCC countries, aiming to enhance trade and economic cooperation by simplifying and facilitating customs procedures. The GCC AEO Program came into effect on 1 January 2023, and the GCC AEO Unified Guide was issued.

GCC Benefits


Once the GCC Authorized Economic Operator status is granted by the relevant Customs Administration, the operator receives a package of approved and dedicated facilitations across all member states.

 


Mutual Recognition Agreement


An agreement signed between two countries whereby both parties recognize the standards of each other’s AEO programs.
